This paper is based on a request by the United Nations Country Team (UNCT) in Mongolia. The focus was discussed with the UNCT and the findings drawn on ESCAP’s Social Protection Simulation Tool. The main purpose of the paper is to examine how different benefit levels and targeting regimes of Mongolia’s Child Money Programme (CMP) could impact levels of coverage, consumption, poverty and inequality, as well as their cost implications.
